Barton Hills-Horseshoe Bend Neighborhood Association
General Meeting Minutes
June 29, 1999
Treasurer's Report
Peter Hess called the meeting together at 7:05 p.m. A summary of the minutes of the previous meeting 4 May 1999 was read and approved.

John Bell, speaking for Pat Whiteside, announced the Association now has 411 members. He noted that every time a distribution goes to all residents of the neighborhood the Association gains a few new members.

John Bell then gave the Treasurer’s Report. The balance beginning April 1999 was $4536.56. $445.00 in new memberships and no disbursements resulted in an ending balance of $4981.56 of which $67.00 is designated for oak wilt treatment.

Peter Hess thanked the Scouts for serving the dinner. He announced that the next general membership meeting is tentatively scheduled for 26 October 1999.

He said that e-mail recipients of the newsletter will also receive other neighborhood news such as notice of the upcoming elections electronically. Anyone who wants to be on the e-mail list should let Peter Hess know.

Town Lake Park
Presentation
Robert Holland, an architect with the Austin Department of Public Works and Transportation who is the project manager for the Town Lake Park Project, spoke on Town Lake Park. There is an urgent need to begin actual construction, and public input is still being requested.

The last public meeting will be 15 July 1999. The issue of the closure of Riverside Drive in the Park is still contentious. Mr. Holland and Larry Akers presented the pros and cons. Funding for Town Lake Park will come directly fro a new tax on rental cars.

It was moved, seconded, and approved that the Association support the draft master plan for Town Lake Park including the closure of Riverside Drive there.

Committee Report:
Independence Day
Parade
Roberta Preston, chair of the Independence Day Parade, gave the plans for the parade to be held 3 July 1999 from the Barton Hills Market to the playground area at the school. There is shuttle transportation available along the main neighborhood streets. Cookie/watermelon request sign-up sheets were circulated. Kay Killen talked about the contests at the festivities after the parade.

Old Business
Photos Available
Pat Oakes’ old photos are available now for anyone who wants any of them.
Barton Skyway
Road Work
The scheduled date for completion of water and wastewater lines in the Barton Skyway area is now October. Cedarview and Oak Lane are done, and Rae Dell is under construction. There has been damage to oak trees in the area; please call Peter if you notice more damage being done.

According to the City the repaving of Barton Skyway is “done” because there are no more funds in the project to complete the job. It was motioned, seconded, and unanimously approved that Peter represent the Association and ask the powers that be, beginning with Street and Bridge, to complete the repaving. Any comments can be made to Robert Reyna, project manager, at 927-4365.

Robert E. Lee
Road Work
Robert E. Lee road work is complete. An official opening ceremony with the Mayor has been tentatively scheduled for 20 July 1999 at 6:30 p.m. Peter will e-mail people closer to the date confirm it. It was moved, seconded, and approved the Association send a letter to the City thanking Toan Nguyen, project manager, and his team for a job very well done.

It was moved, seconded, and unanimously approved that the Association send a letter to the Zilker Neighborhood Association to put in their newsletter thanking residents there for their patience in putting up with our traffic while Robert E. Lee was closed.
National Night Out Peter has forms for the National Night Out at home. If you want one, please call him.
New Business
Camp Craft
Access to Barton
Creek Greenbelt
A meeting to decide on the closure of the Camp Craft access to the Barton Creek Greenbelt is being held this evening. It was moved, seconded, and unanimously approved that the Association supports keeping the Camp Craft access to the Greenbelt open.
Trailers, Boats,
Abandoned Vehicle
One member reported that there were house trailers parked long-term and an abandoned Jeep in his immediate area. There was some discussion of the Association getting involved in seeing what can be done about trailers, boats, and the like. Carl Newsome is checking into deed restrictions in the neighborhood; there is also a need to check on City regulations.

The meeting was adjourned at 8:45 p.m.
Respectfully submitted,
Yates Barreda
Secretary
