General Meeting Minutes
January 29, 2002
Call to Order
President Robin McKeever called the meeting to order at 7:00. Approximately 55 members present approved minutes from the general meeting of October 23, 2001, which had been posted on the web and distributed in hardcopy.
Treasurer's Report
Rafael Quintanilla, Treasurer, delivered the Treasurer’s report, announcing that we now have a balance of $6,907.66, with $4,585.66 unencumbered.
Announcements Rafael reminded neighbors to vote in the upcoming AISD bond election.

Robin welcomed special guests Keith Hamblin, our Austin Police Department representative, who will soon be leaving the neighborhood beat due to a promotion, and David Short, counselor at Barton Hills Elementary School.

Speaker – Peter Rieck, City of Austin Public Works Director Peter Rieck updated the membership on the status of work on Barton Springs Road. The contract was let in March and work started on drainage infrastructure. Roadway work started in July on the north side of the road. Issues with easements on the south side of the road are still being resolved, and work is running several months behind schedule, now planned to be complete by the end of this year.
Speakers – State Representatives Ann Kitchen and Elliott Naishtat Ann Kitchen, District 48, briefly reviewed effects of redistricting on Barton Hills and indicated that she will represent this area only until January, 2003. She has recently moved out of the neighborhood, and will run for re-election in a redrawn District 48, which will not include Barton Hills.

Ann introduced Elliott Naishtat, District 49 representative and current Chair of the Human Services Committee, who gave us an overview of his interests, recent accomplishments, and origins.

Other Business
  • Carl Newsome presented a landscaping proposal for Barton Hills Elementary and solicited support from neighborhood and from BHNA. After considerable discussion and several offered and withdrawn motions, a motion carried asking the Executive Committee to review Carl’s proposal before the next General Meeting and bring back a proposal, to include a plan and its costs, for support of two areas identified in Carl’s landscaping plan.
  • Mark Gentle provided an update on negotiations with the Terrace Development about light pollution: he has thus far been able to get little information about plans for new buildings, and he solicited neighborhood support in the form of architectural or engineering expertise.
  • Donna Tiemann from the Bartonview Neighborhood Association described the city’s proposed sale of the Brodie tract to ease a budget crunch and solicited BHNA support against the sale. Peter Hess pointed out that BHNA successfully collaborated with Bartonview several years ago to prevent development in that tract.
  • Peter Hess, ANC Representative, solicited guidance on an imminent ANC vote to support a city ordinance that will prohibit parking in front and side yards except in driveways. After discussion, a motion to support the ordinance carried.
  • Craig Smith provided a progress update on his team’s work on a neighborhood handbook. It will be approximately 50 pages and will be ready to print soon.
  • Glee Ingram requested that the agenda for the next General Meeting include an item on traffic calming devices in the neighborhood.
