General Meeting Minutes
January 25, 2000
Before
Call to Order
President Joe Gieselman announced that a PA system Art Stone brought to the meeting would be in use this evening so that the members present could decide whether to purchase it.

He then introduced Frank Hodge of the Planning and Design Department of the Austin Parks and Recreation Department. Mr. Hodge spoke about plans to complete the hike and bike trail in Zilker Park and to bring the entire trail system up to ADA standards. The design, which includes a bridge across Barton Creek above the pool dam, is almost completed and will then need permits and approval by TxDOT before being put out to bids. The project may be completed by Spring 2001. Mr. Hodge said his department would be interested in cooperating with this Association in surfacing what are now just dirt foot paths in the area of the intersection of Barton Hills Drive and Robert E. Lee.

Treasurer's Report
Joe Gieselman called the meeting to order at 7:22 p.m.

The minutes of the 15 November 1999 meeting were summarized and approved.

John Bell announced that as of the start of the meeting there were 154 paid memberships and that more people had joined.

He gave the Treasurer’s Report. The 1999 beginning balance was $3052.56, and as of 31 December 1999 the checking account balance was $4817.97 of which $67 is designated for oak wilt treatment.

Report
Joe Gieselman reported on the Year 2000 Goals selected by the Executive Committee and passed out a poll for those members present to complete.

Calendar
of Events
He also passed out a tentative Calendar of Events for the Association.

Already scheduled, the Barton Creek Greenbelt Clean-up will take place Saturday, 29 January 2000. Everyone is encouraged to participate. Gregory Glover, an official with the SMART program (247-2021) announced that in future he could arrange for crews of inmates to help with Greenbelt clean-up.

The majority present were in favor of hosting a political forum for candidates for State Representative for District 48 on 29 February 2000. Only candidates themselves may speak. Other neighborhood associations in the same District will be invited.

The Zilker Trail Project, in cooperation with City Parks and Recreation, will take place 6 May 2000.

The 4th of July parade will take place Tuesday, 4 July 2000.

Membership meetings will take place 25 April 2000, 27 June 2000, and 24 October 2000.

The draft calendar was adopted and can be amended as necessary by the Executive Committee.

Committee
Assignments
and Volunteers
The President presented several possible committees and asked for volunteers to chair them. After discussion among the members the committees were set up.

Transportation and Public Safety (including the resurfacing of Barton Skyway, sidewalks on Barton Hills Drive, speeding/traffic enforcement, Homedale school zone, trail building in Zilker Park, bus service/shelters/benches, crosswalk @ Robert E. Lee and Barton Springs Road, Robert E. Lee/ Barton Springs Road turn lane, Melridge sidewalk, and pedestrian crossing in Zilker) will be chaired by Carl Newsome.

Kelly Shannon will head Beautification and Environment (oak wilt control, Terrace PUD/Creek development, BHNA environmental guidelines, Sunken Gardens restoration, Barton Creek clean-up, Barton Parkway clean-up, property standards/guidelines, and entry signs to the neighborhood).

No one volunteered to chair Community Outreach (crime prevention, National Night Out, and Partners in Education/BHE school). Robin McKever will head Communication and Education (list server/Association e-mail, neighborhood directory, BHNA welcome packet, single member council districts, and BHNA speaker forums).

Roberta Preston will again chair the 4th of July parade. Mark Gentle will head the Development of a Neighborhood Plan. A volunteer sign up sheet for the various committees was circulated.

Committee
Reports
Mark Gentle went over plans for the upcoming Barton Creek Greenbelt Clean-up. Those participating should meet at the back parking lot for Barton Springs Pool at 9 a.m. on Saturday, 29 January 2000.

Roberta Preston reported on plans for the 4th of July parade. It was moved and approved to allot $600 from the Treasury for the parade; these funds will not cover printing of flyers and their distribution.

Kay Killen reported on the December meeting of the Austin Neighborhood Council. It is an organization of neighborhood groups which meets the last Wednesday of each month and covers a laundry list of issues that concern neighborhoods. Anyone interested may attend.

Old Business
Trimming Oaks One member staid it is not advisable to prune oak trees until the return of hot weather in order to help check the spread of oak wilt.
Zilker Elementary
50th Anniversary
Zilker Elementary School will be holding a 50th anniversary celebration. Former students should contact the school.
Terrace PUD
Status
Rodolfo Carrera said that the Terrace PUD plans are alive again and that issues of concern are the number of new buildings, the restrictions by the City on land use, and the private roads on the other side of Barton Creek. Joe Gieselman requested that Kelly Shannon find out the status of the Terrace PUD and what this Association can do. One member announced that the City Council had just decided to return the money it accepted from the developers via The Nature Conservancy for purchase of watershed property.

Support
Kay Killen requested members support the advertisers in the newsletter and also enlist other local businesses as advertisers.
Waterfall
Thank You
Joe Gieselman will write the City to express the Association’s gratitude for the waterfall in the landscaping along Barton Parkway.

Volunteers
Sought
Carl Newsome, a member of the Barton Hills Elementary School Campus Advisory Council, asked for volunteers willing to serve as tutors and/or mentors at the school.

Those interested should contact Pam Martin at the school, 448-4111, or at home, 444-9218.
