General Meeting Minutes
October 23, 2001
Call to Order
President Joe Gieselman called the meeting to order at 7:00. Sharon Slagle read minutes from the June 26th meeting, and approximately 50 neighbors in attendance adopted them.
Treasurer's Report
Rafael Quintanilla, Treasurer, distributed the annual Treasurer’s report (attached) and announced that we have a balance of $7,093.56, with $4,771,56 undesignated.
Election of New Officers Nan Clayton, Chair of the Nominations Committee, recommended the following slate of candidates for BHNA officers for 2002:
  • President: Robin McKeever
  • Vice President: Mark Gentle
  • Treasurer: Rafael Quintanilla
  • Recording Secretary: Sharon Slagle
  • Corresponding Secretary: Noél Holmes
  • ANC Representative: Peter Hess

No additional nominations were made from the floor, and the recommendations of the Nominations Committee were unanimously adopted. The 2001 Nominations Committee included Nan Clayton (Chair), John Bell, Fran Colby, Emily Mazac, and Lucy Joyce.

Amendment of BHNA Bylaws Joe Gieselman proposed amendment of the BHNA bylaws to support an electronic mail service (see attached proposed amendments). After discussion, the amendments were unanimously approved.
Kati Achtermann, Speaker, Barton Hills Elementary Kati Achtermann, principal of Barton Hills Elementary School, provided an update on school events this year, including the following news. The school has about 330 students this year in grades K-6. It has a strong PTA and a student council. It has a computer lab with 22 new computers, and staff is now working to update the library, to get a new PA system in the cafeteria, and to acquire new music equipment. The school has a Spanish club and a strong chess club (more than 100 members). Coming events include the annual carnival on October 26th.
Speakers:
Travis County Bond Election
Robin McKeever, BHNA Vice President, moderated a presentation on the upcoming Travis County bond election:
  • Joe Gieselman, speaking as a Travis County employee, described the propositions and distributed a handout summarizing them (attached).
  • Howard Falkenburg, representing the “Yes! Travis County Bonds Committee”, spoke in favor of all propositions, arguing that they will take traffic away from environmentally sensitive areas and channel it east toward preferred growth areas, rehabilitate county bridges and roads that are structurally deficient, and add needed parks.
  • Dick Kellerman, neighbor and Sierra Club member, spoke against all propositions, arguing that this is not a good time to spend so much money, that 75% of the cost will be borne by city residents but none of the improvements are within the city, and that adding roads will promote urban sprawl but will not end city congestion.
Committee Reports Transportation Committee – Carl Newsome confirmed that Barton Hills Elementary has withdrawn its request to make Homedale a one-way street after receiving opposition from neighbors.

Beautification and Environment – Craig Smith provided an update on his team’s work to develop a BHNA handbook. Joe Gieselman asked Craig to have his committee look into what BHNA can do to address the problem of light pollution from the Terrace development.

New Business Joe Gieselman offered thanks to Emily Mazac, outgoing Corresponding Secretary, for her excellent work on our newsletters, and he thanked Tom Davis for his work catering our General Meetings.
