General Meeting Minutes
June 22, 2004
Introductory Remarks
President Don Long called the meeting to order at 7:05 pm.

Long welcomed and thanked members for their attendance. He thanked Lance Schriner for his service in producing the newsletter for the past several years. Schriner has resigned from the board due to a new job. Long also acknowledged those members who delivered newsletters to each address in Barton Hills.

Minutes
Long asked for a motion to approve the minutes for the General Meeting on April 4, 2004. The motion was made and seconded and the minutes were approved.
July 4th Festivities

Long introduced Shannon Noble and Valinda Bolton, co-chairs of the July 4th Parade and Celebration. Wells Fargo has agreed to be a sponsor. The chairs described the planned events, encouraged neighbors to volunteer for judging, bringing watermelons and cookies, and to help with clean-up. They said it will go on rain or shine (last year’s event was rained out).

Oak Wilt

Eric Beckers of the Texas Forest Service gave a presentation on Oak Wilt, which has been identified in pockets throughout our neighborhood and affects all types of oaks. It often attacks through roots from neighboring trees although trees with cuts or wounds that are not painted are also in danger. Beckers cautioned neighbors to not injure trees from February through June, and always paint the wound. If red oaks are infected, they die. The post oak is resistant, and live oaks can fight back.

Treatments for oak wilt are difficult and expensive. These include injecting a fungicide (such as Alamo) into the tree and trenching to isolate roots from other trees. A diseased red oak must be destroyed. Call the Forest Service to check on any tree you have concerns about – they will split the difference if any treatment or removal is required. Fees at Barton Pool Parking Lot

Warren Struss, Acting Director of Austin Parks and Recreation, and Jay Stone, Assistant Director, discussed the issue of newly implemented charges for weekend parking in the Barton Pool lot on Robert E Lee. Struss said charges were imposed mainly to control dangerously crowded conditions; the charge was only to pay for staff and resources for this purpose. Parking for this lot, called the South Lot, will remain free on weekdays and weekends until 11 am, beginning in mid-March until Labor Day weekend. The pool is free until 9 am. The revenue raised by these additional charges is estimated to be $40-45,000 per year. The cost of staffing and other expenditures will be about $28,000, for a net gain of $12-17,000 per year.

Struss acknowledges that park visitors were now parking along Robert E Lee and Barton Hills Drive. For this reason, the city is now placing orange cones along these streets, which are marked as no parking. Neighbors at the meeting were concerned that the cones not only blocked bike lanes but also pushed determined drivers deeper into the neighborhood, creating unsafe conditions and blocking bike lanes further. Neighbors debated alternatives including raising fees for the pool, instituting a shuttle program, posting signs with information on where to find free parking, and ticketing drivers who park illegally. Struss said that PARD is considering a program to allow holders of the $180 seasonal pool pass to park free when parking is available.

In response to the complaint that there is trash left behind when park visitors park in the neighborhood, Struss promised to have a crew out on Monday morning to pick up any trash.

Long encouraged neighbors to get involved and learn about the city’s budgeting process and begin a debate about the larger issue of user fees. Struss and his assistant, Jay Stone, were thanked by members for coming to explain this policy and to listen to neighborhood concerns. It was agreed that Struss and BHNA would continue this dialogue and explore other solutions.

Bike Lanes

Scott Johnson presented a proposal to restrict parking in bike lanes. Currently, there are no restrictions against parking in bike lanes in Barton Hills. Some neighborhoods, including Hyde Park, have worked with the city to restrict parking on certain streets with bike lanes. He asked for support to approach the city to do the same along Barton Hills Drive.

Robbie Botto raised concern about the need for parents to park near the school and said he felt there are complex issues that need to be examined by a committee before taking action.

Mary Ann Neely moved to form a committee that can report back prior to the October meeting. The motion was seconded and carried. Johnson will head the committee, which will include Cindy Bogard and Robert Botto.

Remediation Ponds Les Tull, from the City of Austin watershed office, returned to BHNA to provide an update on the remediation ponds that will be built to contain toxic sediments in runoff from parking lots on Barton Hills Drive. After neighbors expressed concern about the potential adverse impact on the beauty of the neighborhood at a major entrance, as well as about the possible loss of a large portion of the “soccer” field, the city has agreed to position the pond further south.

It will require cutting some trees but the pond will be less visible from the street. The pond will look relatively natural with a 3’ depression filled with sand that is bermed and vegetated. It will need to be fenced to keep children out of the sand. After a storm, the water should be drained completely within 36 hours. There will be regular inspections and Tull estimates the filter will have a 5-10 year life before it requires maintenance.

Tull also showed a map with plans for a trail that PARD will eventually put in place, including a bridge across the creek. The pond is designed to accommodate these future plans. Tull welcomed formation of a BHNA sub-committee that can meet with him during the design phase. Long agreed to chair this sub-committee.
CAMPO Letter Long asked members to read a copy of a letter he drafted to CAMPO regarding the future widening of South Lamar from five to six lanes. Although BHNA is on record against this, and the current City Council is against it, Long recommends that BHNA send this new letter stating our opposition because CAMPO is bringing it up again. There will be a public comment opportunity in July. Motion was made, seconded, and carried to send the letter.
Utilities Brad Castleberry gave an update on utility work that will start this summer. All of Horseshoe Bend will be affected.
Neighborhood Watch Long asked for volunteers to participate in Neighborhood Watch. We need block captains in order to begin the program.
Wildflower Trail Representatives from the Barton View neighborhood and Save Barton Creek Association presented their proposal to find a way of creating a continuous greenbelt trail from Barton Creek all the way to the Wildflower Center. There are four parcels of land, currently being planned for big box retail construction, that obstruct the path of the proposed trail. At present, 15 organizations have endorsed the trail plan and asked for a Planning Design Workshop from the city. A motion was made to support this effort, it was seconded, and approved.
Greenbelt Guardians Glee Ingram invited everyone to participate in the next Greenbelt Guardians workday on Saturday, July 17 from 7:30 – 2 pm. She will notify the listserv and all volunteers where to report.
Aquifer Conservation District Ingram explained that the Barton Springs and Edwards Aquifer Conservation District is sponsoring an awards program with three categories for organizations that promote water quality, education, and show innovation, particularly for partnerships. Ingram nominated BHNA for this award. The motion was seconded and carried.
Austin City Limits Festival Again this year, Capital Sports & Entertainment donated several sets of tickets to the upcoming Austin City Limits Music Festival which will be held in Zilker Park in September. Each BHNA member who came to the General Meeting and stayed until the end received a raffle ticket. Winners of the free set of tickets were Debbie and Eric Ebner.
Next Meeting The next Executive Committee meeting is scheduled for Sept 14.
The next General Meeting is Oct 12.
