Executive Committee Meeting Minutes
September 27, 2001
Attendees
Officers present were Joe Gieselman, Robin McKeever, Emily Mazac, Peter Hess, and Sharon Slagle.

Sharon read minutes from the June 7, 2001, Executive Committee meeting, and officers approved them, with one abstention.

Treasurer's
Update
In Rafael's absence, Joe read the Treasurer's report: the Association currently has $7,091.82 on deposit.
Agenda for Next General Meeting Officers agreed on the following agenda for the October 23rd meeting:
  • Committee reports
  • Proposal from the President to amend bylaws
  • Introduction of Barton Hills Elementary School principal
  • Speaker on November bond election (Joe will find a speaker)
  • Speaker on proposed constitutional amendments (Robin will find a speaker)
  • Jeff Jack with a 10-minute presentation on traffic-calming proposals
Committee
Status Report
  • Transportation Committee - The Robert E. Lee sidewalk has been completed. After learning of some opposition to a proposal to make a section of Homedale (near Barton Hills Elementary School) one-way, Joe has delayed writing to the City in support of that proposal.
  • Environmental/Beautification Committee - Craig is close to having a draft of a handbook. Joe has received complaints about light pollution from construction in the greenbelt, and he will ask Craig to follow up.
  • Safety Committee - The Association would like a follow-up report on burglary notice from our city watch commander. Joe will follow up with Keith Hamblin.
President's
Proposal
With the full support of the Executive Committee, Joe will propose amendments to the BHNA bylaws at the October General Meeting:
  • Authorizing publication of a quarterly newsletter that the Executive Committee may distribute to the membership twice a year and to the entire neighborhood twice a year.
  • Authorizing an electronic mail service (listserv) to be administered by the Treasurer and having a subscription that includes all members, each of whom can voluntarily un-subscribe at any time. This service will provide a forum for polling views and opinions of the membership, but it will not be used as a mechanism for voting on BHNA issues.
Newsletter The October issue of the newsletter will include these articles:
  • Introduction of the new principal at Barton Hills Elementary School (Joe)
  • Agenda for the October 23rd meeting (Joe)
  • Neighborhood burglary update report (Joe)
  • Update on status of St. Mark's building project (Emily)
  • Overview of the proposed amendments to the bylaws (Joe)
  • Brief description of the bond election and proposed constitutional amendments (Joe)
  • Status of work on the Barton Springs Road project (Robin)
  • Slate of candidates for next year's BHNA offices (Joe)

All articles are due to Emily by October 6th, with the goal of having newsletters printed and prepared for distribution by October 13th.

Austin Neighborhood Council Update Peter reported on the September ANC meeting, which included presentations on air quality, on a proposal to outlaw parking in front and side yards, and on other issues not directly affecting BHNA. He also reported on a vote to support a city variance for the Lumberman's building proposed on Town Lake, which passed 6 to 1 with 6 abstentions.

The variance is supported by the neighborhood association for the neighborhood in which the building will be located, and abstentions represented neighborhood associations reluctant to vote against the primarily-affected neighborhood association.

Miscellaneous
Business
Joe reported on a request for neighborhood volunteers to help with the Trail of Lights this year.

The meeting adjourned at 8:25 pm.
