Executive Committee Meeting Minutes
May 25, 2004
Attendees
Officers present were Don Long, Rayma Chase, Derek Stuart, and Debby Kalk. Long called the meeting to order at 7:10pm.
Newsletter
Long announced the resignation of Lance Schriner, who has served as newsletter editor. Long is seeking a replacement to start with the upcoming June issue.

This newsletter will be delivered to all residents and be delivered by hand the weekend of June 5 - 6. Long will contact participants who helped to deliver last time. A neighbor has organized the database of addresses to facilitate better delivery.

Long reported that the newsletter will feature these articles:
  • Chase will write a summary of member surveys.

  • Long will submit an article on oak wilt which will introduce the topics that will be addressed at the general meeting where the speaker will be Eric Beckers from the Texas Forestry Service.

  • Update on the remediation ponds from the City's Les Tull. There is a contractor in place so the work should begin soon.

  • Art Stone will host the first neighborhood meeting for Neighborhood Watch.

  • Kalk will contact Nan Clayton about writing a spotlight on founders of BHNA.

  • Kalk will contact Cindy Bogard to write up information about sidewalks. We learned at the last general meeting that funding for sidewalks will be available as part of the neighborhood planning process.
Planning for General Meeting on June 22 The board agreed that the arrangement at the last meeting that featured dinner on the deck was a wonderful innovation. Weather permitting, we will do this again.

Long outlined the following agenda for the general meeting:
  • Presentation on oak wilt from Eric Beckers.

  • Barton Creek remediation presentation by Les Tull.

  • 4th of July presentation by chair Shannon Noble

  • Parking fees at Barton Springs causing parking problems on Barton Hills Drive and Robert E Lee

  • Utility work update

  • Committee reports

  • Open Forum

Two items for votes at the meeting concern BHNA's involvement in the planning process with three other neighborhood associations.

Long expressed concern that the language proposed in the joint resolution required BHNA to relinquish its ability to act and vote independently.

The board agreed with Long that BHNA needs to retain its autonomy in this process. Long will discuss the Memorandum of Understanding for the association to consider.

Another resolution involves enlisting BHNA's opposition to CAMPO's recommendations for language that could lead to the widening of South Lamar.

Operations Long discussed the need for the board to ensure a smooth succession process by preparing and maintaining a good set of records and documentation.

Additionally, the rules and responsibilities for board service need to be provided to each new board member and should constitute a compact between the officer and the association. This provides for both the retention of institutional knowledge and the recognition that officers make a commitment to the association.

Kalk is investigating retail outlets for the Barton Hills handbook including Whole Earth Provision Company.

Long reported that the babysitting option was popular at the last general meeting. However, payment for the sitters resulted in some problems. The board agreed to a change in the administration of the program that will require parents to pay $5 per child when they drop the children off.

Long will be in touch again with Wells Fargo to check on the sponsorship for the 4th of July parade.
Next Meeting
  • The next General Meeting is June 22.

  • The next event is the July 4th parade and festivities.

  • The next Executive Comittee meeting is scheduled for Sept. 14 and the following General Meeting is Oct. 12.

The meeting adjourned at 9:15 pm.
