Executive Committee Meeting Minutes
December 21, 1999
Introduction
Members attending the meeting were Joe Gieselman, John Bell, Kay Killen, Mark Reinking, Emily Mazac, and Yates Barreda.

The minutes of the previous Executive Committee meeting were approved as summarized.

2000 Work Program
Joe Gieselman presented 17 ideas for the 2000 Work Program which were discussed by the committee. Those starred below are the ones the committee decided to focus on.

1. The Barton Creek Greenbelt Clean-up project is well underway, and the clean-up is scheduled for 29 January 2000.

2. The July 4th Parade committee, under the direction of Roberta Preston, is ready for the next parade.

3. The Neighborhood Plan would involve the neighborhood’s vision of what development, change of land use, etc., should be for the future. Having a plan may be a requirement to request completion of the sidewalk along Barton Hills Drive. Joe will check into it.

* 4. Completion of the sidewalk along Barton Hills Drive

* 5. Completion of the trails in Zilker Park in the vicinity of Barton Hills Drive and Robert E. Lee--we will check into whether the City would provide the materials for putting down dolomite surfaces where there are only dirt paths if the neighborhood and perhaps other groups like the Scouts, Girl’s League, etc., provided the volunteer personpower.

6. Landscaping and signage saying “Barton Hills” at Zilker and on Barton Skyway, the two entrances to the neighborhood.

* 7. A new Neighborhood Directory would be a great deal of work. However, it is extremely useful and the 1997 one is outdated.

8. Formulation and adoption of neighborhood environmental guidelines

* 9. The development of general property standards guidelines based on city ordinances and deed restrictions about items such as RVs, trailers,and boats parked on streets, fencing, and eyesores would involve research and education of neighbors.

10. Encouragement of Partners in Education and communications with Barton Hills Elementary School

11. Bus shelters and benches at stops along the bus route

12. Increasing the Association’s membership by 50%

13. Encouragement of block parties throughout the entire neighborhood on National Night Out

14. Crime prevention program

15. Bylaws update

16. Barton Hills Drive speeding remedies

17. Neighborhood sponsored bike ride(s)

Other ideas brought up were

*18. The Sunken Gardens project as discussed at the last general membership meeting

*19. Completion of the paving on Barton Skyway

*20. The installation of pedestrian crosswalks, perhaps like that in front of Palmer Auditorium, at either end of the soccer fields on Barton Springs Road--perhaps we could get support from other neighborhoods on this matter.

Next General
Membership
Meeting Plans
The next general membership meeting will be held 25 January 2000 at 7 p.m. after the customary barbeque dinner. Items on the agenda will be the President’s Report, the Treasurer’s Report, the Minutes of the previous meeting, membership information, report on the ANC by Kay Killen, report on the Greenbelt clean-up project by Mark Gentle, and introduction of the possible PA system.

Old Business will include the paving on Barton Skyway and a report on where the various committees stand.

New Business will be a survey of opinion on the ideas Joe presented for the 2000 work program.

If possible, Mark Strong, the master planner for the park system, will present a program on the trails within Zilker Park.

Newsletter Any newsletter items should be sent to Emily by the 5th. It should be out by the 14th to all residents of the neighborhood. Various distribution methods are to be checked on. Items to be included are a list of the new officers with their phone numbers and e-mail addresses; the priorities on the work program list and a survey about them; membership information and forms; a report on the Greenbelt clean-up project; the year-end treasurer’s report; an alert to watch the board at St. Mark’s for concert information; reports on the status of Public Works projects (Barton Skyway paving, Barton Springs Road, Zilker Park trails); and announcement of the 25 January 2000 meeting and agenda and presentation.
